L’accesso alla professione per i cittadini di origine straniera

Per i cittadini stranieri il parere del Ministero della giustizia, prot. 3/5670 del 13 maggio 2005 equipara la possibilità di accesso all’ordine agli stranieri regolarmente residenti in Italia ai cittadini italiani. Tuttavia dall’inchiesta svolta dal Cospe nel 2008, in riferimento all’effettivo recepimento da parte dei singoli ordini regionali del parere del Ministero di Grazia e Giustizia e della Circolare del Consiglio Nazionale dell’Ordine dei Giornalisti sull’accesso alla professione giornalistica dei cittadini stranieri è emersa una scarsa conoscenza da parte dei singoli ordini regionali delle novità al riguardo.
Questo dossier si presenta come una sorta di vademecum per i cittadini stranieri che intendono iscriversi all'Ordine dei Giornalisti.

THE ITALIAN INTERCULTURAL JOURNALISTS' ASSOCIATION - An "extremely good news" for the Italian media

THE ITALIAN INTERCULTURAL JOURNALISTS’ ASSOCIATION (ANSI) was launched last 19 February 2010 during the European Seminar “Intercultural Journalists’ Associations. Italy and Europe. Exchanging experiences” at Palazzo Ceriana Mayneri in Turin, Officially recognized as a Group of specialization within the Italian National Union of Journalists (FNSI) on 5 February, ANSI was eventually established following a long process initiated by several journalists and ethnic media operators with the support of experts, the National Union and the Guild of Journalists.
ANSI was saluted by Aidan White, secretary general of the International Federation of Journalists, who said: «Today is a “good day”. Two good news came from Italy in the last two years: the adoption of the Charter of Rome in 2008 and, today, the establishment of ANSI. The latter is an “extremely good news” because democracy requires that the media represent a plurality of voices. Journalists have the duty to be independent, respect the truth and be able to renew themselves in a society and a media landscape which undergo continuous changes. Most of all journalists have to convey the voice of the voiceless, all of the voices». « ANSI was missing in Italy – said Roberto Natale, president of FNSI – Even in “normal” times the specific role of colleagues with ethnic minority backgrounds needed to be recognized and nowadays more than ever. A recent survey on Italian youths reports a dangerously increasing xenophobic climate. Among the factors generating intolerance are: the figures about the criminality rates among immigrants, the negative stereotypes associated to migrants and ignorance, rejection and refusal of the ‘unknown’. These findings imply that we, as journalists, do a bad job, that our information only covers migration-related issues in negative terms ». Fnsi and the National Guild of Journalists took a clear stand on this point with the Charter of Rome, which commits Italian journalism to specific professional training and monitoring on the media coverage of issues related to immigrants, refugees, asylum seekers and victims of human trafficking.. «Words have both a meaning and an impact –concluded Natale -. ANSI will be a fundamental tool to help us meet and reinforce the mentioned objectives ».
«Among ANSI main objectives - says Viorica Nechifor, president of Ansi, journalist with 'La Stampa' and other Piedmont media outlets – is the recognition of migrant journalists who still are denied the access to the professional register by some Regional Guild of Journalists». ANSI also seeks to respond to some of the demands voiced by migrants’ journalists and ethnic media operators namely networking, self-organization, accreditation, institutional building and access to both training and funding opportunities.
The process leading to the set up of ANSI was supported since its inception by Cospe, an Italian no profit association and NGO which since the late Nineties is committed to promote diversity in the media, among other things, by empowering migrants in this crucial sector of society.
«We hope - said Anna Meli, coordinator of COSPE Citizenship Rights’ Unit – that ANSI will become the reference point for those who within journalism and the media suffer discrimination and unequal treatment because of their ethnic, national or religious origin.». «We do believe – continues Anna Meli – that ANSI will promote intercultural skills as a qualifying professional feature within italian journalism which, given the increasingly xenophobic climate, is in extreme need of being able to respond to the challenges posed by an already multicultural society ».
ANSI will be based in Turin in Associazione Stampa Subalpina, the regional branch of FNSI, also having an operational base in Rome at FNSI. Two were the European experiences presented during the Turin seminar. Gustavo Franco Cruz, representing the Secretaria de Mitjans de l'Immigració within Sindicat de Periodistes de Catalunya (Spain) said: «It was the Catalan Union of Journalists which gave us the stimulus to establish a Secretariat for migrant journalists. Among our objectives is a law granting journalists’ rights and standard tariffs media organization have to comply with».
«First of all we consider themselves as professionals – said Marjan Parvand,Chair of Neue deutsche Medienmacher (Germany). We provide training for the association of migrants on how to deal with the media. We activated mentoring programs for youths of ethnic minority origin who seek to enter the journalistic sector. Our working method? Small, specific and carefully targeted projects which can more easily find funds and support among the media organizations being also more liable to reach their objectives». Drawing the conclusions of the debate Ed Klute from the European network On Line More Colour in the Media said that the battle for enhancing diversity in the media concerns a variety of key stakeholders (journalists associations, media professionals both autochthonous and with ethnic minority background, CSOs , broadcasters and media organizations) each of them within its own sector of activity has a role to play. Therefore exchanges at the European level is important to reinforce mutual commitments, exchange and disseminate good practices and to attain common standards on these issues.
The Turin seminar was organized by COSPE, with the financial support of EPIM and the Italian Ministtry of Welfare, in collaboration with Associazione Stampa Subalpina and Piedmont Guild of Journalists.
